Joseph Backholm has served as the president of the Family Policy Institute of Washington since 2008. Prior to joining FPIW, he worked as staff counsel in the Washington State Senate.
His job is to train leaders to be more effective public policy advocates, promote marriage, life, religious freedom, and parental rights in the state legislature, and help the public hold elected officials accountable for decisions they make.
Joseph received his undergraduate degree from the University of Washington and his law degree from Seattle University. Born and raised in Aberdeen, Washington, Joseph and his wife Brook live with their four children in Snohomish, Washington.
Chief Operations Officer/Policy Director
Chris Plante is the FPIW’s Chief Operating Officer and Policy Director. He has over 20-years of experience in youth and family development including stints in ministry, on the mission field, and with non-profit organizations. He has spent the better part of the last decade in the public square standing for the sanctity of marriage and God’s sexual norms.
Chris is not unfamiliar with Washington State. He was the Deputy Campaign Director for Preserve Marriage Washington (R-74) in 2012, and spent time here in 2016 helping with the I-1515 Just Want Privacy Campaign.
He graduated from The King’s College (NY) with a degree in History and his Secondary Education certificate. He also studied Theology at Covenant Theological Seminary in St. Louis, MO. Chris and his wife Cynthia have been married for 20 years and have three children — Sarah Grace, a sophomore in college, Stephen, a sophomore in high school, and Joshua, in eighth grade.
Director of Communications
Zachary Freeman joins the FPIW as Director of Communications after stints with the Alaska Family Council and Family Action Council of Tennessee.
Originally a native of Nashville, Tenn., he attended business school at the University of Tennessee at Chattanooga and Ft. Hays State University (KS) before finishing his Business Administration degree at Liberty University. He and his wife Kate live in Edmonds and spend their free time throwing a football, hiking, fishing, exploring, and watching the Nebraska Huskers.

Events and Project Coordinator
Jordan Pennington is FPIW’s Events and Project Coordinator, overseeing project development and implementation, and assists with FPIW’s data management.
Rose Escudero is the Administrative Assistant at FPIW. Her role in the organization is to keep the office organized and to make sure everyone has what they need to get their job done.
